TPR 2025 DB funding analysis

On 4 September 2025, TPR published its occupational defined benefit scheme funding analysis 2025. The annual publication is an overview of the funding levels in occupational DB and hybrid schemes in the UK. The report compares the funding levels of schemes with effective valuation dates between 22 September 2022 and 21 September 2023 to schemes with effective valuation dates between 22 September 2019 and 21 September 2020 (“tranche 15 schemes”). This is the same cohort of schemes. Key findings include:

  • 62% of schemes reported being in a surplus position compared to 27% of tranche 15 schemes
  • the average recovery plan length for schemes in deficit was 4.4 years compared to an average of 6.3 years for tranche 15 schemes. 38% of schemes were required to submit a recovery plan, compared with 73% of tranche 15 schemes, and
  • fundings levels have improved across all scheme size categories when compared to tranche 15 schemes.

Pension Attention 2025 Campaign

The fourth annual Pension Attention campaign was launched by Pensions UK and the ABI on 4 September 2025. The national pension engagement drive urges the public to engage with their retirement plans, with various resources for individuals and employers available on the campaign website.
